On September 1, 2023, TRAI responded to the Department of Telecommunications (DoT) regarding DoT’s request dated August 2, 2023, seeking reserve prices for unsold spectrum from the 2022 auction. In its reply, TRAI recommended that DoT should refer to Clause 6.42 (II) from its previous April 11, 2022 recommendation to establish new reserve prices for the unsold spectrum.
Back on May 9, 2022, during discussions with DoT, TRAI had opposed DoT’s proposal for annual spectrum valuation to determine reserve prices, stressing the need for proper justification. Given the current request lacked this justification, TRAI steered DoT towards its prior recommendation, which provided guidance on valuing unsold spectrum for consecutive auctions held in quick succession. TRAI consented to evaluate the valuation of new spectrum bands exclusively.
